Defying gravity in more ways than one, Victoria Seras is different from all the other girls in Hellsing Ultimate.
With a lot of distinctions between the old Hellsing series and Hellsing Ultimate, the character design does not stand out that much. The styles are subtly different, but not to the point where the characters are not recognizable.
Hellsing Ultimate is much bloodier than the series, and it is generally closer to the source material. It is also relentless in its dedication to making Seras Victoria the fanservice girl. In every frame with Seras, there is something fanservice-y going on. Even when a man she at least cares about dies, there is some fanservice in the form of Victoria’s shapely butt being shown off. The butt, mind you, belongs to a girl who is now missing a limb and is generally surrounded by blood and gore.
Now, Hellsing is an over-the-top creation that mixes blood, sexuality, horror, action, even humor. Hellsing was also drawn by Kouta Hirano, who used to be a hentai artist, which seems as good an explanation as any. Old habits die hard, you could say. And in Hellsing Ultimate, the creators chose not to hide it, unlike the first Hellsing series, which featured a much more reasonably-endowed version of Seras.
However, if we keep looking through the roster of characters in Hellsing, we might notice that other female characters are not treated that way. Rip Van Winkle does not seem to be sexualized, even though she also experiences her fair share of gore (being literally consumed in particular). Integra, who witnesses and experiences more and more violence throughout the anime, looks and behaves in an almost masculine way. She is never sexualized the way Seras is.
Fans seem to be in agreement that the only egregious character design flaw that Hellsing exhibits might be Victoria’s bust. According to popular opinion, it is almost comical in how it refutes the laws of gravity and the ways of fabric. In every other aspect, the designs are good at making the characters memorable and unique without turning them into fanservice.
While it is difficult to watch some of the scenes with Victoria, it may make sense. In some anime, there is a character meant mostly for comic relief. Perhaps, Victoria exists to be the fanservice relief. And if so, she probably has one of the most impressive character arcs for a sidekick with a ridiculous bust.
