By getting a glimpse of the Dragon God’s conversation with his most zealous follower, fans are able to piece together a horrible but logical conclusion: it is a child’s whim that destroyed the Kingdom of Lese.

Upon her appearance in the anime, Ultimatia was immediately labeled by fans as a terrifying creature. She knows what the Dragon God wants, and she believes that she must perform whatever it is, even if it requires genocide.
The Discussion
In Episode 5 of Ragna Crimson, Ultimatia is seen talking or remembering a conversation with the Dragon God. In it, we learn that the Dragon God no longer considers the Kingdom of Lese to actually exist. Ultimatia strongly believes that what doesn’t exist in the mind of the Dragon God should be destroyed, and what God believes in should be brought into existence. Overall, the scene is very creepy, showing Ultimatia’s commitment to her God’s orders, whatever they may be. Thus, Ultimatia is led to destroy an entire kingdom, certain that her God’s will makes it right.
The Dragon God, in the meantime, is just a child playing with toys. That doesn’t change Ultimatia’s commitment to carry out his orders at all, but it does remind us about the first episode, where this plot twist might have been foreshadowed.
Foreshadowing?
You could argue that the idea of the Dragon God actually being a child makes sense in Ragna Crimson. In the very first episode, one of the main characters learned that the war on Lese was started because the Dragon God was upset about a bakery going out of business. That is childish behavior. Initially fans assumed that this explanation was made mostly to make the world of Lese appear very fragile, depending on a whim of cruel Dragons. Now, it seems to foreshadow the Child-God, which does not take away from Lese’s fragility. If anything, Lese appears more fragile now that it is dependent on a child’s whim.
Now, we also know that the Dragon God has completely given up on Lese, and Ultimatia will do her best to destroy the kingdom because of that. The stakes changed, and so did our perception of the Dragon God.
