The obvious answer is that Chise’s Dragon curse could give her a powerup, as it has occasionally done in the past. However, in the past, it never turned her into a dragon. In fact, it was almost always just her arm changing and becoming stronger and sharper. Perhaps, that is why Elias and Zaccheroni don’t believe that the curse could have given her that power.
A Powerful Spirit
Elias and Zaccheroni seem to think that some sort of powerful spirit gave Chise the power to become a dragon. Asking for help from different fey creatures is realistic within the anime’s universe. In Episode 2 of Season 2 Part 1, Elias was teaching students to communicate with spirits for that exact purpose. However, Zaccheroni points out that this change — from a human to an entire dragon — requires an incredibly powerful creature to offer its assistance. Who could have done that? Elias doesn’t have an answer.

Fans pointed out that the dragon reminded them of different creatures. Someone suggested that it could be the Red Dragon of Cadwaladr, a Welsh symbol. It could make sense, since Chise is in Britain. But Chise has no connection to Wales, so we don’t really think that a Welsh dragon decided to help Chise.
Other fans suggested that the dragon looked a little like a dinosaur, specifically a plesiosaur. It did appear to swim through the ley lines, so that could be the reason fans made such a comparison.
