Chainsaw Man devils exist for as long as their name is known and feared, as they feed on humanity's fears. And the stronger this fear is, the stronger the devil is.

That's why, for example, such entities as the Gun Devil or the Chainsaw Devil are this powerful: guns are often associated with wounds and death, and chainsaws are things that we so often see in horror movies.

Basically, any concept that instills fear in humanity can turn into a devil, and the devil will bear its name. There's the Fish Devil who embodies the fear of fish (we doubt it's too powerful, though) or the Future Devil that embodies the fear of the future (duh). The concept itself doesn't have to be frightening for people, it's the idea that they associate it with. For example, there's nothing scary about a plane or a car, but such devils would be extremely powerful because people tend to be frightened of plane / car crashes.

Power is a great example of that, since she's a Blood Devil, and most people are not afraid of blood itself, but they associate blood with injuries and even death, which makes such a devil quite powerful.
