The second part was from an older woman's perspective, who used to welcome Nobara and her friend in her house. She tells her colleague a story of two girls who used to come and hang out with her, and she tried to play a strange mother role for them.

She then sees all of her new friends that she’s made in Tokyo and understands that she doesn’t regret moving, either. So the entire flashback was to show us that her life is not full of regrets, and everything was worth it.
