The Hunters appeared in the series as antagonists who, unlike the Union, do not want to help humans, but kidnap the Negators to form a group that can fight back. However, many viewers don't understand the fundamental differences between the two organizations.
Bad start
Questions about the true goals of the Union and their differences with the Hunters are the result of Undead Unluck's too fast and fuzzy beginning. The organization wanted to capture and destroy Andy and Fuuko, so it was perceived negatively by the viewers.
Later, we learn that they're not so bad and that their goals are quite noble — to complete missions to build their strength and prevent the apocalypse.
The Negator Hunters are very important to the plot, as they are the first full-fledged villains with fairly well-written motivations and clear goals. They emerge as negative characters — a group led by Rip wants to kidnap Chikara to kill him and transfer his power to a more suitable candidate.
The Hunters are driven by a desire for revenge — they want humanity to pay for all the pain the Negators have endured.
Very similar at first glance
The confrontation between Andy and Rip on the ship ended with the Union side winning. At first it looked like we wouldn't see the Hunters for a while, but they will likely play a significant role in the final phase.
An unexpected twist in Episode 16 involving Billy brought attention to the Hunters. Billy turned out to be a traitor, working with Rip's group. The former peacekeeper joining the Hunters again raises questions about their different goals and approaches.

The Union and the Hunters are both led by highly controversial and unpredictable characters. At times, Juiz seems even more dangerous than Rip. Until you know that the Hunters don't want to save the world, their organization and the Union are almost indistinguishable.
