Many couples feel forced, and the depiction of romance in the series is called random and undeveloped by the fans. The relationships are often introduced abruptly without much build-up or exploration of the characters' feelings.

The two main pairings that the series has got to offer are Naruto and Hinata, and Sasuke and Sakura, and both raise a lot of questions among the fans. While it’s obvious almost straight from the beginning of the series that Hinata and Sakura are interested in the boys, them reciprocating feels rather forced and even straight up out of nowhere.

Hinata and her affection were set up quite well from the beginning, the girl was among the only ones having respect for Naruto and wished to follow him and be on the same team. However, she doesn’t do much for the story as the plot progresses and vanishes only to come back as the mother of Naruto’s son. Fans even say that the creators had to make an entire movie to finally make Naruto like Hinata back.

Just like Naruto, Sasuke didn’t have much desire for a romantic partner. He was driven solely by his wish for revenge. Fans are upset by Sasuke and Sakura ending up together because they wanted the girl to have an actual romance with someone who would truly appreciate her. Sasuke, on the other hand, didn’t need any romance line at all; it would have been absolutely okay for him to remain single. And even if this pairing was meant to be, it would be nice to see more development, such as an actual explanation of why Sasuke likes Sakura.

Shikamaru and Temari can stay

These two have many compelling interactions and their constant flirting and teasing is what makes you emotionally invested in their relationship. It all starts with Temari saving Shikamaru, the banter they exchange gives you an idea of the direction their relationship is heading to, and the development is obvious throughout the series.
